The 2026 UAE health insurance guide: DHA, HAAD & what changed

Health cover in the UAE is mandatory, but the detail differs by emirate. Dubai follows DHA rules and Abu Dhabi follows what most people still call HAAD. Both set a minimum benefit package, and both leave a lot of room above it.

This guide walks through what is actually required, where the tiers differ, and which choices move your premium the most.

What is mandatory

Every resident must hold cover that meets the minimum package for their emirate. Employers must provide it for staff; sponsors must provide it for dependants.

Network tiers

The network attached to your plan matters more than the headline benefit list. A restricted network can cut the premium substantially, but it also decides which hospitals you can walk into.

What actually changes your premium

Age, the network tier, maternity, and whether dental and optical are included. Adding maternity to a plan mid-term is usually not possible, so decide before you renew.

Talk to an advisor before you renew – we compare across 20+ insurers and the difference between the best and worst quote for the same cover is routinely double digits.
